Plan Submittal
The Fire District strives to make the plan review process, permitting process and inspection process as easy and streamlined as possible while ensuring that building codes, fire codes, life safety codes, and NFPA standards are being met. Digital plan reviews are now being accepted but physical plans can also be submitted to our Fire Administration Office located at: 18027 Calle Ambiente, Ste. 101, Rancho Santa Fe, CA 92067. Plans can also be mailed to PO Box 410, Rancho Santa Fe, CA 92067, but please be sure to include contact information for follow-up.
The District office is currently open Monday-Friday from 8:30am-12 (noon) and 1pm -4:30pm. If you arrive before or after normal business hours, please leave your plans in the plastic bin located by the entry door. The bins are available for drop off or pick up from 7am-5:30pm daily.
Please Note: The typical plan review time is around 30 business days from when payment is received. Review times will fluctuate throughout the year based on current staffing levels and plan check volume.
The Fire District will notify the contact via email when the plans are ready for pick up. Please make sure we have a valid email address on file and check your spam email for a notification as well.
The Fire District conducts two types of plan reviews for its customers. The first type of review is a conceptual, or preliminary, site or landscape plan. The second is a review of all permitted plan submittals.
RSF Fire utilizes Accela Citizen Access for digital plan submittal.

Prior to receiving final building plan approval, we will require you to drop off 2 original county stamped sets and 1 hard copy stamped set for fire. For all other submittals, you will be required to submit one hard copy.
For plans that require third-party review, please send your plans directly to the third-party reviewer. The third-party will send back to you once their review is complete. Once approved by the third-party, please upload 1 digital copy of your plans along with any other documentation (hydraulic calculations, spec sheets, approval sheets, etc).

Please note: For a fee, Preliminary Plan Reviews are by submittal only. Plans may be submitted digitally or at our Administration Office during normal business hours.
We would like to clarify the preliminary plan review process for the Rancho Santa Fe Fire Protection District. Preliminary site plan reviews are defined as conceptual reviews of a site plan. You must submit three (3) copies (if submitting physical copies). The following items will be reviewed:
- Fire hydrant location and fire flow
- Access (gates and driveways) length, width, grade, turnarounds, and surface material
- Hose Pull
- Building setback from top of slope
- Fuel modification zones
- Other fire and safety related site concerns
There is also a conceptual preliminary site plan review for landscape which includes the following:
- Access
- Landscape
- Vegetation clearance
- Fire code requirements
Please note: Typical plan review turn around is 30 business days depending on the current work load.
For physical plans:
Please submit (1) one set of your building plans to the fire district at the same time you submit your two (2) sets of plans to the County building division.
Any changes required by the County and/or Fire shall be made to all three (3) sets of plans.
Once you have received building division approval, provide the two (2) sets of county red stamped building plans to the fire district to stamp and approve.
Two (2) original County red-stamped sets of building plans (excludes fire sprinklers, fire alarms, hood cooking systems, and landscape plans; see below*) and one (1) additional photo copy set of the County red-stamped building plans. Three (3) total sets are required.
Once the Fire District has stamped your building plans, they must be taken back to the County building division for issuance of the building permit.
For digital plans:
Please submit (1) one digital set of your building plans to the fire district at the same time you submit your two (2) physical sets of plans to the County building division.
Any changes required by the County and/or Fire shall be made to all three (3) sets of plans.
Once you have received building division approval, provide a digital copy of the county red stamped building plans to the fire district to stamp and approve.
Once the Fire District has stamped your building plans, they must be taken back to the County building division for issuance of the building permit.
The RSF Fire District requires all Residential and Commercial Building plan submittals to include:
- Completed County Mitigation form ( if new square footage is being added)
- Project name
- Project address (if applicable)
- A.P.N.
- Owner's name, address, & phone number
- Payment
PLANS WILL NOT BE PROCESSED WITHOUT THE INFORMATION LISTED ABOVE! PLANS ARE NOT ADDED TO THE PLAN REVIEW QUEUE UNTIL PAYMENT HAS BEEN RECEIVED!
Additional requirements for plan submittal are as follows:
If any additional plans are required for the project then the plans must be approved by RSFFPD before any inspections will be conducted. It is important to note that plans such as fire sprinklers will require a third party consultant review prior to RSFFPD review.
The Fire District requires a landscape and/or fuel modification plan to be submitted and approved prior to the house framing inspection. Submittal criteria are listed in the Landscape Plan Check Sheet.
Plan Submittal Processes:
· Submit two (2) sets of physical plans or one (1) digital set.
· Ensure compliance with our Landscape plan check form.
· Reference our plant & landscape guide, common trees and canopy size, or list of Landscape Architects and designers.
· Submit three (3) sets of plans with third-party approval and all other supporting documentation.
· Submit three (3) sets of physical plans or one (1) set of digital plans and all supporting documentation directly to us.
· Ensure compliance with our local Fire Sprinkler Policies and Procedures.
· Reference our Fire Sprinkler contractor list.
